OPERATION NOBLE STEWARD A Marshall Plan for the militaries of the world to restore the biosphere
Active Dimensions of a global Marshall Plan
The recovery of the biosphere...

OPERATION NOBLE STEWARD
=====================================
The First Earth Battalion calls on the militaries of the world to respond to current environmental emergencies and to help protect and manage the global commons
Environmental stresses on our planet pose major threats to the stability of our global civilization. As resources shrink and become more costly, water poses a major concern. While there will be too little in some areas, there will be too much in others. Three major objectives loom large in the useful recovery of the earth’s water:
THE AQUASPHERE
With the oceans rising, the monumental costs and efforts to shore up all our coastlines would not only be exorbitant but in the end futile. Therefore, we must begin to redistribute and redeposit water by bringing it from regions that are deluged to areas that face drought.
First, one intelligent response is to move excess water into geographic areas where natural depressions exist, such as in the southwestern desert lands of the United States. This can be done using canals or overland siphons. Once repositioned, these new salt-water inland seas would make excellent fish farms. Dispossessed islanders such as those fleeing Pacific atolls could conceivably relocate and manage such operations.
Second, because most of the remaining fresh water on the planet is frozen on the Antarctic shelves, we must pipe it north to a shipping station whereon converted oil tankers can deliver it to the populated world. Why let the waters melt and blend into the salted sea when this represents a pure, much needed source of drinking water?
Third, all building structures, special catchment tools, and other watersheds must be made to catch rain water in the most effective way so that more drinking water can be made available to all. Local catchment tanks without tops may need to be purified because of air pollution.
The questions of diminishing fish resources will be a global Navy policing and restoration system. The marines will handle the coral reefs and coastal wetlands.
THE ATMOSPHERE
The recovery of the greatest volume of our biosphere involves the strategic management of air pollution on our planet. That pollution comes from ground and surface sources and aircraft. The secret here is to pinpoint and then eliminate the sources.
One, establish a global monitoring system with specific airborne assets including space station resources where all citizens of the earth can see precisely where the harmful effluent comes from.
It is a global weather pollution reporting service.
Two, create a policing service composed of global air forces that will confront violators and deal with them according to intelligent regulation policies. Some sources of pollution may be necessary initially because of their mitigating service to the biosphere as a whole.
Three, eliminate unnecessary ground transportation by having local distribution systems for most basic items.
Four, accelerate the penalties for inefficient polluting power systems and get new systems in the game. The New Earth Army will monitor a global SensorNet so that local pollution can also be public domain on weather reports. Oil will be saved for the manufacturing needs that it serves so well. Oil companies will becomes liquid transportation entities and move water and other liquids as necessary.
THE FLOUROSPHERE
Plant life on Planet earth is intrinsic to our medicines, our food, and a large variety of the ways in which we are served by the beauty of nature. It in fact characterizes our world as distinct from other galactic orbs.
First, the forests are the lungs of the world and therefore would be a primary place to start. The Land Forces of the planet, supplemented with high school age youth, can tackle this problem in a serious and immediate way. (SEE ARTICLE FURTHER DOWN ON THIS WEBPAGE) We need three trillion trees in ten years. We can do that. The disarmed forces would be the logistics force behind this effort. They have the transport, tenting, food, communications, maps, first aid, and power as needed. The hands and eyes of our youth would make the planting areas
beautiful and original.
Second, the seed banks must be brought up to date. And universities everywhere have the supervisory intelligence to plan for specific public gardens and food forests to sustain us during drought and blight. Seeds must never become the province of commercial entities.
Third, over half the medicines commercially manufactured come from the rainforests like the Amazon. These situations must be replicated so that every global village has equal access to the source. Municipal groups are needed here and local medical
establishments can help according to local problems and preventive medicine needs.
THE FAUNASPHERE
The wildlife of the planet plays another major role in the creative mystery of our existence. In some cases it is a food source for certain cultures. The degree to which it has been jeopardized by our own hands makes the case that we bring all support necessary to the task of keeping the largest number of species with us during the journey. We have only named one third of the species that are with us now so the experts say.
One, provide refuge for those species that are compromised by our occupation of their habitat.
Two, see that select endangered species by type are sheltered into a more permanent existence here with us. This seems to be a middle school project given the nature of the task.
Three, integrate animals into our lives by reoccupying the countryside and living in more holistic groupings of people like extended families.
This means more people will discover the amazing qualities of soul that are inherent in living with animals and plants.
THE SOCIOSPHERE
Global villages, local food sources, and global communities of interest will define more and more how humanity will organize itself. They will be techno-tribal and function from culturally rich global villages connected by a global Webocracy. Nations will shift to bioregional service organizations. National identities, since they are organically irrelevant and not bounded by natural resource enclaves, will eventually downsize. They will not be influenced as much by economic interests or historical or religious ideology but the more practical reality of managing living resources. Bioregions will enact whatever laws they need to regulate birth control since all will be based on the local global carbon and life support footprint standards.
THE TECHNOSPHERE
Commerce and industry will strive to move to the most efficient set of tools possible that support biospheric vibrance. The global marketplace will
continue to thrive and the supply lines for all things will remain active although regional redistribution will be the focus. Miniaturization and natural energy power systems will be the wave of the future. If regulation is required in this effort the land forces of the planet will intervene.
First, encourage small, simple tools, that require no exotic repair. Build agricultural tools to last.
Second, see that supplies are not transported beyond locally available resources. Check points may be needed for awhile.
Third, establish neighborhood tool depots so that everyone doesn’t have to have one of everything.
Fourth engage primary school children in the recycling of all product-based waste. The use of trading markets and second hand operations will help. Find a way to recycle plastic toys.
THE INFOSPHERE
The Webocracy with its information networks, will be augmented with global resources that present accurate raw data to all nations and bioregions so that big interests do not warp the information for their own interests. When people have instant access to the best solutions on the planet they can self-manage their local choices. This is a best of all possible worlds scenario.
First, the Internet will be protected by global authority and have back-up so that no single source can bring it down. Initially, pan-global military resources, taken from global assets, will manage the global information system infrastructure. The content will remain free for all to create and access.
Second, the shift in focus will be toward bioregional information so that the natural resources will not be compromised by any national hegemony.
Third, a global SensorNet will produce a pollution based weather report for all to access.
THE MYTHOSPHERE
What we “believe” remains the most potent tool to see that the resources of our biosphere are brought into their full vibrancy.
First, the sanctity of our earth and its true identity as paradise will be reinforced in global education programs brought home down to the level of the microscopic (insect life).
Two, intelligent land use and other wise uses of our natural inheritance will be funded by all and translated by the media using their most up to date resources.
Three, our emerging galactic neighborhood will also be portrayed with excellence as it is now obvious that there are hundreds of planets now looming around stars in the nearby universe. The telescopes were not light sensitive enough to get through till recently. The scientists are so consumed with the view that the information hasn’t been distributed.
CURRENT EMERGING REALITIES
Given the current global environmental challenges there maybe mass migrations and the displacement of people causing refugee challenges of grand proportions.
One, temporary shelter (villages) and food supplies must be stored by military communities like Fort Sill, Oklahoma and delivered to needy areas quickly by the four airbases within half an hours flight.
Two, all global air forces with various ground stations can service such a need in hours also.
Three, these village designs must be prime information delivery enclaves so that issues such as population control and sanitation can be built into the entertainment systems of these villages.
Four, people everywhere must plant food resources in various combinations because the global transportation system may be over-burdened or denied the oil it needs to move goods.
Five, all people must understand water catchment
techniques and simple means to create energy for the very same reason.
OTHER
The more massive relocations will require the cooperation of all the church communities in the world to act as coordinating bodies. These interfaith communities must also take a major position on birth control soon or many people may leave the planet because it cannot support them. This is not an option.
Submitted for review by all in the network. This isn’t about having a perfect plan but more importantly an organizing set of principles and a place to get started.
